The implementation of the European Funds for Social Development Program 2021-2027 (EFSD) is overseen by several institutions, each with a defined scope of responsibilities, tasks, and competencies. These include the Managing Authority (the minister responsible for regional development) and the Intermediate Bodies.

Managing Authority

The Managing Authority, located within the structures of the Ministry of Development Funds and Regional Policy, is responsible for running the programme European Funds for Social Development 2021-2027. This authority ensures the efficient and correct implementation of the program, both on a broad scale and at the individual project level. It issues guidelines, recommendations, and manuals related to various aspects of the program's implementation and conducts information and promotional activities.

The Managing Authority's competencies are extensive, ranging from developing the program itself, selecting projects for funding, authorizing payments to beneficiaries, and verifying the correctness of their expenditures, to overall monitoring of program progress and verifying the achievement of goals.

According to the Act on the principles of implementing programs in the field of cohesion policy financed in the 2021-2027 financial perspective (Article 8, paragraph 2), the tasks of the Managing Authority include:

  • preparing proposals for project selection criteria
  • selecting projects for funding
  • signing funding agreements with applicants or making decisions on project funding
  • ordering payments and authorizing disbursements to beneficiaries
  • ensuring the timeliness and accuracy of data used for monitoring program implementation
  • carrying out tasks related to audit strategy
  • conducting program implementation controls
  • imposing financial corrections
  • recovering amounts subject to reimbursement
  • evaluating the program
  • monitoring the progress of program implementation
  • providing information about the program and promoting it
  • publishing aggregate data on the program, as submitted to the European Commission, on the program’s website
  • supporting the work of the Monitoring Committee.

Intermediate Bodies

The Managing Authority of the program may delegate some of its tasks to Intermediate Bodies. When these bodies are appointed, a portion of the tasks and the responsibility for their execution are transferred to them. However, the Managing Authority remains ultimately responsible for the implementation of the entire program.

Only public sector entities can serve as Intermediate Bodies. Their responsibilities are defined in agreements between the Intermediate Bodies and the Managing Authority. These tasks are related to managing and implementing specific parts of the program that align with the particular expertise of the respective institution.
